Work Methodology

The work on the project “Inclusive Education in Brazil – Diagnosis of Current Situation and Challenges for the Future” was carried out in two ways:

  1. Rio de Janeiro Workshop
  2. Internet Discussion List

Participants

The event brought together specialists from the areas of curricular adaptation, accessibility, development of pedagogic material, assisting technology, qualification of human resources, public policies and relations with families and the communities. These specialists were professionals, government staff and representatives of civil society, all chosen and invited by the World Bank.

Objectives

To survey and analyse data and successful and/or innovative experiences in the area of inclusive education, identifying problems and proposing interdisciplinary solutions to improve practices.

Reports of Experiences

During the Plenary sessions on the first two days of the Workshop, 5 experiences on the following subjects were presented:

  1. “Inclusion Experience in Rio de Janeiro Municipality”, presented by Leila de Macedo Varela Blanco;
  2. “Getting to know someone in order to welcome them”, presented by Scheilla Abbud, from Pará;
  3. “Inclusion in the Heart”, presented by Sandra Maria Zava, Karina Maria Araújo Braga and Célia Moreira Pereira, from Varginha (MG);
  4. “Inclusion Experience in the State of Goiás”, presented by Dalson Borges;
  5. “Our School – Communication in Inclusion”, presented by Cláudia Werneck.

Work Groups

To reflect on and discuss the experiences presented, 6 working groups were set up in the following subject areas:

To guide the discussions on the studies of the cases presented in the plenary sessions, two main questions were defined:

The working groups then set to work. Firstly, the group members considered the situation on their own and then discussed it in pairs, using the guiding questions. After that, all the group members gathered for joint discussions. Finally, the consultants made presentations summarising the discussions of the work groups that they were coordinating.

Internet Discussion List

As participation in the Rio Workshop was restricted to a relatively small number of people and due to the enormous demand for the sharing of information in the area of Inclusive Education, the World Bank, through Cnotinfor, set up a group of consultants to expand the discussions beyond the limits of the event, open to all people who wished to contribute to the development of the theme.

Six Internet discussion lists were kept open for six weeks, covering the six main subject areas that had been started at the Rio Workshop, with the following agenda and coordinators:

Spaces for sharing

Two spaces for reflection and sharing thoughts were created with an easily accessible portal on www.cnotinfor.pt/wb:

TelEduc offers additional functions, such as the uploading and downloading of documents and individual and group portfolios.

This is a platform developed for distance learning by NIED of the Universidade de Campinas.

The server used was that of the Escola Superior de Educação de Paula Frassinetti, Oporto, Portugal.

Discussion Forum

Discussion forum base on the list inclusiva@lists.worldbank.org

All the participants in the Rio Workshops were enrolled in the inclusive list.

At the start of the on-line discussion forums on 21 April 2003 there were 135 people enrolled on the list, 19 more than the initial number. This number grew to 238 and at the time of writing, 15 July, there are 155 peopled enrolled.

Of the people enrolled, 122 participated in the discussions.

Some activity indicators

It is noteworthy that 21 people were responsible for 74% of the flow of messages. Included in these 21 people are the consultants who were responsible for 31% of the flow of messages.

TelEduc

The TelEduc space began with 116 people enrolled and ended with 170 people enrolled. Of these, 44 people participated during the period in question, that is, between 21 April and 30 May 2003.
